Michigan’s Underwater Broadband Expansion

Beneath the churning, often unforgiving waters of Lake Michigan, a quiet revolution is taking shape.

This revolution promises to drag thousands of Michigan households out of the internet’s digital dark ages and into the 21st century.

It’s a testament to ambition and necessity, a sprawling infrastructure project that views the vast expanse of a Great Lake not as an insurmountable barrier, but as the most direct route to progress.

For years, the promise of high-speed internet has felt like a cruel mirage for countless rural communities across Michigan.

While city dwellers stream 4K movies and conduct seamless video calls, many in the state’s more remote corners grapple with connections so sluggish they make dial-up seem almost charming.

Essential services falter, educational opportunities are curtailed, and the simple act of staying connected becomes a daily exercise in frustration.

But now, thanks to a substantial federal grant and the ingenuity of Peninsula Fiber Network (PFN), a foundational piece of the puzzle is being laid, quite literally, under the lakebed.

The centerpiece of this $87 million endeavor is backed by a $61 million grant from the National Telecommunications Information Administration.

It involves burying over 500 miles of “middle-mile” broadband fiber.

This isn’t the direct connection to your home, but rather the superhighway that allows local providers to deliver truly fast, reliable internet.

A significant portion of this digital artery will run where no land-based cable could – directly across Lake Michigan.

Jennifer Greenburg, PFN’s vice president of government affairs, succinctly explains the logic: “It’s a more direct route to go across the lake than it is to go around it.”

This pragmatic approach has led to plans for two dual underwater fiber optic cable routes.

One will forge a critical link between Chicago and Benton Harbor, a connection poised to unlock significant economic potential.

The fiber will not only extend onward to Byron Center but is also expected to be instrumental in developing new data centers in Benton Harbor.

It will simultaneously connect Michigan to advanced quantum computing facilities in Chicago.

The decision to bury these cables deep beneath the lakebed speaks volumes about the project’s long-term vision.

It safeguards the infrastructure from the wrath of severe weather, errant ship anchors, and other unforeseen challenges.

It’s an investment in resilience, recognizing that the backbone of modern life cannot be left to chance.

Further north, the story takes an even more poignant turn, illustrating the profound human impact of this technological leap.

Beaver Island, an idyllic island paradise famed for its natural beauty, has long suffered from an internet connection that is anything but picturesque.

Its residents have endured a digital existence plagued by slow online access.

They rely on temperamental microwave towers with “backhaul issues” and outdated DSL technology.

The consequences, as Bobbi Welke, St. James Township supervisor on Beaver Island, powerfully articulates, are dire.

“Our current reliance on microwave towers, with their backhaul issues, and our current telephone/internet provider using DSL technology is, quite simply, not reliable,” she shared in an email.

“On any day, at any time, we lose our internet system and more concerning we lose our 911 network.

We are looking forward to joining a 21st century telecom system that so many others take for granted.”

Welke’s words underscore the very real stakes involved.

Losing internet access is an inconvenience for many; for a remote island community, it can mean a breakdown in emergency services, a barrier to education, and an impediment to economic development.

The new middle-mile fiber project will make Beaver Island a crucial midway connection point between Michigan’s Upper and Lower Peninsulas.

It is nothing short of transformational.

The fiber will snake from Gulliver in the Upper Peninsula, across the northern lake, landing on Beaver Island’s northern shoreline.

It will traverse its central roadway, and then plunge back underwater to connect to Charlevoix, eventually extending through Bellaire to Gaylord.

This isn’t just about faster streaming; it’s about public safety, opportunity, and fundamental equity.

While the underwater routes capture the imagination, a third, equally vital land-based route will connect Port Huron to Flint.

It will serve underserved areas in Lapeer, Macomb, St. Clair, and Genesee counties.

This portion is slated to begin construction this summer, offering a more immediate taste of the forthcoming connectivity.

Collectively, these three ambitious routes are projected to improve internet connectivity for an estimated 35,000 households across Michigan.

This isn’t just about raw speed; it’s about creating a more robust and reliable network, offering redundancy that existing systems simply lack.

Greenburg points out that the federally funded project will empower last-mile internet carriers.

It will free them from the burden of having to “drag a wire 10 miles or 20 miles to get to an internet highway.”

It streamlines the process, making it more cost-effective and efficient to deliver high-speed access to the doorstep.

The sheer scale of the undertaking requires meticulous planning.

Environmental reviews, including hydrographic surveys and geotechnical testing, are currently underway for the underwater sections.

PFN anticipates submitting environmental assessments to federal authorities by year’s end.

They hope to break ground on the underwater routes in 2025 or 2027.

The entire project has a five-year timeline for completion, a testament to the complexity of laying fiber across diverse terrains and beneath the depths of a Great Lake.

PFN’s commitment extends beyond construction; the company is investing $26 million of its own capital.

It will retain ownership of the open-access network, offering wholesale rates to other providers.

This open-access model is critical, fostering competition and ensuring that the benefits of this new infrastructure are widely accessible.

In an era where digital connectivity is as essential as electricity or clean water, this ambitious project represents more than just miles of fiber optic cable.

It’s a powerful statement about bridging the digital divide, about ensuring that geographic isolation no longer equates to technological exclusion.

For the residents of Beaver Island and thousands of others across Michigan, the hum of data moving silently beneath the waves will be the sound of a future, finally, arriving.
