Microsoft’s AI Reset: Windows’ New Direction

Microsoft is re-evaluating its AI strategy for Windows, shifting from NPU-exclusive features to a more inclusive approach that leverages CPUs and GPUs. The company aims to deeply embed AI into the OS through developer-centric tools like Windows AI Foundry, open-source initiatives, and improvements to the Microsoft Store.

A year on from the much-hyped debut of the Copilot+ PC, Microsoft finds itself at a pivotal juncture in its ambitious AI journey.

The initial fanfare surrounding on-device AI capabilities, particularly the now infamous Recall function, was met with a rather bumpy landing.

Yet, as the dust settles from Build 2025, it’s clear that Redmond has been doing some serious soul-searching, emerging with a strategy that feels far more grounded, inclusive, and crucially, developer-centric.

The question that lingers, however, is whether these course corrections are enough to truly embed AI at the heart of the Windows experience, or if they represent a Herculean task for a company already navigating a rapidly shifting technological landscape.

Satya Nadella’s vision for an AI-enhanced OS is finally beginning to take clearer shape, moving beyond the early, somewhat disjointed promises.

The most significant pivot is undoubtedly the evolution of the “Windows Copilot Runtime” into the more robust and aptly named “Windows AI Foundry.”

At its core lies Windows ML (WinML), an advancement of DirectML, designed to empower developers to deploy their own AI models efficiently across the entire spectrum of PC hardware.

This is a crucial distinction: Microsoft is no longer solely fixated on the cutting-edge NPU-equipped Copilot+ PCs.

Instead, WinML aims to democratize AI acceleration, leveraging whatever silicon – be it CPU, GPU, or NPU – is available across everything from entry-level laptops to high-end workstations.

This broader approach is precisely what was needed, recognizing that the AI revolution cannot be confined to an elite tier of hardware.

It’s an acknowledgement that the ecosystem wasn’t quite ready for an NPU-exclusive mandate, and a pragmatic step towards ensuring AI features can genuinely run on a much wider array of existing PCs.

The shift in narrative from NPU-only acceleration to embracing the GPU and CPU as well is a welcome dose of reality.

While the Open Neural Network Exchange (ONNX) AI runtime remains central to WinML, and some performance might still be left on the table for compatibility, the reported two-fold speed increase with Nvidia’s new WinML TensorRT EP suggests tangible progress.

Ultimately, anything that simplifies the deployment of AI capabilities for developers, irrespective of the specific AI hardware, is a net gain for the entire industry.

The evolution of the Copilot Runtime into something more usable and capable of managing the complexity of diverse silicon architectures is a testament to Microsoft’s responsiveness to both hardware and software vendors.

Beyond the technical plumbing, Microsoft’s renewed embrace of open source is a narrative thread that runs deep through the Build 2025 announcements.

The decision to open source WSL (Windows Subsystem for Linux), a tool that has steadily grown in popularity among developers, is a significant move.

Launched in 2016 and further refined with WSL 2 in 2019, making it open source addresses a long-standing request from the developer community.

It’s a clear signal that Microsoft is committed to making Windows an easier, more flexible platform for development, fostering a more collaborative environment.

Similarly, the open-sourcing of the new “Advanced Windows Settings” (formerly “Windows Settings for Developers”) on GitHub, with maintenance via the Windows Store, further empowers users – developers and otherwise – with greater control and transparency over core system functionalities like File Explorer and Virtual Machines.

The Microsoft Store, now boasting over 250 million monthly active users, is also receiving a much-needed shot in the arm.

The elimination of the $19 registration fee for individual developers is a remarkably smart move, lowering a barrier to entry that could previously deter younger or independent creators.

Coupled with the new Store FastTrack program for companies and a commitment to faster, more transparent certifications, Microsoft is clearly striving to cultivate a more vibrant and responsive app ecosystem.

The enhanced Windows and Store search capabilities, with their promise of intent-aware search using vector embeddings and semantic ranking, speak to a better user experience, making app discovery and launching more intuitive.

For a journalist who, like many, relies heavily on search to navigate their digital workspace, this improvement is not merely incremental but foundational.

Yet, despite these positive strides, the integration of Copilot itself still feels somewhat disjointed.

While Microsoft is making admirable progress in building the underlying AI infrastructure, Copilot often remains a cloud-dependent entity, its full potential seemingly tethered to internet connectivity.

For a true “AI PC” experience, Copilot needs to be more deeply integrated into the Windows operating system, capable of running locally with obvious but manageable limitations.

The current lack of widespread desktop support for Copilot+ features further highlights this disconnect.

In essence, Microsoft is in a frantic race against time, adapting to an AI landscape that shifts at breakneck speed.

Their commitment to open source and the strategic refinement of their AI platform, particularly with WinML and the AI Foundry, are critical adjustments to ensure Windows remains relevant and competitive.

The company has a unique opportunity to leverage AI for productivity gains within Windows and its suite of applications.

The path forward is undoubtedly a heavy lift, demanding seamless coordination between software and hardware ecosystems.

But by widening the net for AI acceleration and genuinely listening to its developer community, Microsoft is taking the necessary steps to prevent Windows from being left behind in the AI revolution.

The coming year will reveal whether these foundational changes can truly unlock the promised potential of the AI PC.
