Smart Cities Beyond Pixels to People

As smart cities rise, a critical question emerges: are we prioritizing technology over people, affordability, and sustainability? Experts argue that true urban excellence lies in smart decisions that foster community and environmental responsibility.

The gleaming promise of smart cities, once a distant vision, now shimmers enticingly on the horizon of urban planning.

Developers and policymakers globally are captivated by the idea of metropolises seamlessly orchestrated by digital intelligence, promising enhanced efficiency, improved public services, and an elevated quality of life.

Yet, as the excitement builds, a crucial question looms: In this headlong rush towards a technologically advanced urban future, are we inadvertently sidelining the foundational pillars of affordability and sustainability?

The definition of a smart city, as championed by tech giants like Microsoft and IBM, paints a picture of urban centers leveraging digital information and communication technology.

This includes everything from artificial intelligence to predictive analytics, aiming to optimize everything from traffic flow to tax collection.

The allure is undeniable: a city that thinks for itself, anticipating needs, resolving issues, and ultimately, making life better for its inhabitants.

But beneath this polished veneer of innovation, legitimate concerns are bubbling to the surface.

Is AI, as some fear, subtly redesigning our urban fabric, from real-time adjustable traffic lights to digital twins of entire neighborhoods, long before a single brick is laid?

And perhaps more critically, who bears the considerable cost of this extensive digital infrastructure, if not the already burdened taxpayer?

These complex questions formed the bedrock of discussions at the Abu Dhabi Infrastructure Summit (ADIS), held from June 17 to 18, 2025.

The summit, while showcasing numerous examples of success, also revealed a palpable sense of mixed emotions among attendees.

Cities like Singapore, lauded for its holistic balance of economic growth and social inclusivity, or Copenhagen’s Nordhavn district with its pioneering ‘5-minute city’ model, were presented as shining examples.

Even Abu Dhabi’s own Masdar City, a beacon of heritage, innovation, and sustainability backed by the Emirate’s renewable energy champion, Masdar, was highlighted.

These innovative urban centers proudly cultivate a strong sense of place and identity for their residents.

However, their undeniable affluence often sets them apart, raising a profound question: Can their experiences, their inexorable march towards a ‘smarter’ existence, truly be replicated elsewhere?

The answer, according to Daniel Liu, executive director of MORROW Intelligence, a Singapore-based urban advisory firm, is far from simple.

Speaking at an ADIS panel, Liu underscored the importance of efficiency-driving smart technologies, acknowledging their role in the progressive evolution of city management.

Yet, he offered a vital caveat: “Smart cities don’t come before cities.” This seemingly simple statement carries immense weight, reminding us that every urban landscape is unique, shaped by its distinct socioeconomic conditions, investment parameters, and critical municipal challenges.

Not all planners, Liu observed, operate with the same advantages enjoyed by their counterparts in Singapore or Copenhagen.

He further elaborated that urban excellence, if it is indeed the ultimate goal, does not exist in a vacuum.

“Issues of economic and social development cannot be sidestepped,” Liu asserted, painting a realistic picture of a journey spanning “over 30 to 50 years marked by evolving challenges for many cities in the world.”

Echoing this sentiment, Emre Arolat, founding partner and principal of Emre Arolat Architecture, suggested that discovering urban excellence and a truly smarter future often boils down to making ‘smart decisions’ rather than merely deploying ‘smart technology.’

For Arolat, the best cities are those that foster a strong sense of community and harmony, where residents enjoy good access to housing.

They can also reach life’s essentials within a 15-minute walk or bicycle ride – a metric already at play in many urban centers, such as certain suburbs of Paris.

This, he argued, is a testament to smart thinking and building, not just high-tech gadgetry.

Arolat’s emphasis on accessibility leads directly to perhaps the most critical, and often neglected, component of urban development: affordable housing.

It must, he insisted, be at the heart of any smart city vision.

“Building affordable housing doesn’t mean you have to sacrifice building high value real estate or vice versa,” he explained, provided planners adopt strategic concepts.

Governments, whether local, provincial, or federal, possess the unique ability to anticipate future housing demand, enabling a systematic approach to meeting this challenge.

This is true even if digital tools aid the planning and decision-making process.

Even in desirable, affluent locales like Abu Dhabi, the imperative of affordable housing is recognized.

Asma Aljassmi, executive director of projects control and operations at Aldar Projects, a government-owned developer in Abu Dhabi, confirmed, “At Aldar we have a clear roadmap for development. From the get-go we incorporate affordability in what we do, what we design and what we build. It’s included in our masterplan for specific projects. Being desirable places to live and work in should not be the sole preserve of luxury developments.”

Beyond social equity, the environmental footprint of smart cities is also drawing sharp scrutiny.

The more digital and interconnected a city becomes, the greater its electricity consumption, placing immense strain on existing power grids.

This mirrors the unsettling conundrum of hyperscale data centers, which, despite powering our new age technology, will rely heavily on fossil fuels for decades to come.

The uncomfortable truth is that many smart cities, too, will depend on carbon-intensive energy sources for a considerable period, potentially negating any carbon footprint reductions achieved through digital efficiency.

Abu Dhabi’s Masdar City, largely powered by renewables, stands as a rare counter-example, alongside select European, particularly Scandinavian and German, mid-sized townships.

But the vision of truly renewables-powered smart cities remains largely a pipe dream in much of the world.

This matters profoundly because cities, regardless of their ‘smartness,’ represent nearly 80% of the world’s consumption and, by extension, nearly 80% of global carbon emissions.

Given that urbanization is an unstoppable tide, unlikely to be reversed, the battle against climate change and the overarching quest for improved living standards will ultimately be won or lost in our urban centers.

The true measure of a “smart city,” therefore, may not lie in its technological sophistication alone, but in its ability to foster equitable, affordable, and genuinely sustainable environments for all its inhabitants.

The digital revolution offers powerful tools, but the wisdom to wield them responsibly, prioritizing people and planet over pure pixels, will define the urban future.
