The echoes of history often resonate loudest when the future feels most uncertain.

Two centuries ago, President James Monroe, with audacious foresight, declared the Western Hemisphere off-limits to European imperial ambitions, laying the cornerstone for America’s eventual rise to global superpower.

He achieved this not through overwhelming force, for the young nation lacked it, but through shrewd alignment with British naval power, creating a coalition of shared interests against common rivals.

Today, as the world stands at a new precipice, a similar strategic pivot is being urged, though the battleground has shifted from shipping lanes and colonial territories to silicon valleys and digital frontiers.

The new domain of contention is artificial intelligence, and the call is for a “Monroe Doctrine for AI.”

This contemporary doctrine, far from being a relic of gunboat diplomacy, proposes a radical reorientation of American strategy to guarantee its dominance in the burgeoning AI era.

It’s a recognition that the very definition of national power is being rewritten, where a country’s true value now lies not just in human capital or raw resources, but in its hardware, its technological sovereignty, and its control over the global AI ecosystem.

The urgency of this moment is palpable.

Representative Darin LaHood, R-Ill., recently highlighted the bipartisan “Advanced AI Security Readiness Act,” which aims to arm the NSA with an “AI Security Playbook” against rivals like China.

Yet, the proponents of this new “AI Monroe Doctrine” argue that such defensive measures, while necessary, are insufficient.

They contend that current U.S. policy, particularly its reliance on export controls, is inadvertently sabotaging American leadership.

Consider the case of NVIDIA, a titan in the chip industry.

Once commanding a staggering 95% of China’s AI chip market, its share has plummeted to 50% in just four years, not due to superior Chinese innovation, but because U.S. restrictions rendered its products illegal for sale.

This policy, designed to cripple China, has instead created a strategic vacuum.

Into this void has stepped Huawei, building not merely rival chips, but an entire AI ecosystem from the ground up—from rare earth mining and chip design to infrastructure and models.

While Washington sought to contain, it inadvertently created an opening, handing Beijing an advantage it might not otherwise have seized.

The proposed solution is a fundamental shift in philosophy: from scarcity to ubiquity.

Instead of being an unreliable trading partner, America should flood the free world with its hardened, secure AI chips.

The objective isn’t merely to slow China’s ascent, which is arguably an exercise in futility, but to make the American technological stack—its chips, software, and standards—as indispensable as the dollar.

Power, in this new age, comes from omnipresence, not restriction.

The goal is to become the default system upon which others rely, creating a global network of technological interdependence anchored firmly to American innovation.

The second pillar of this new doctrine calls for re-anchoring the Western Hemisphere.

The Americas, often overlooked in the grand geopolitical chess match, represent America’s enduring home-field advantage.

Leaders like El Salvador’s Nayib Bukele and Argentina’s Javier Milei are shedding outdated anti-American orthodoxies, embracing pragmatism and seeking deeper cooperation.

This presents a golden opportunity for nearshoring, transforming it from a mere supply chain risk mitigation strategy into a full-fledged industrial policy.

The vision is clear: the U.S. focuses on high-end manufacturing—data center infrastructure, power systems, semiconductors—while its neighbors handle lower-margin, yet crucial, production.

Mexico, with its cost-effective manufacturing capabilities, could become a vital cog in this hemispheric machine, fostering trust and transparency that China’s “Belt and Road” often lacks.

This isn’t just about economics; it’s about forging a “Marshall Plan for computing, chips, and code,” building a foundation of excellence and trust in America’s own backyard.

Finally, the doctrine emphasizes the critical need to protect the Indo-Pacific front, often dubbed the “Ring of Fire.”

Nations like Japan, South Korea, and Taiwan are the vanguard of U.S.-China tech competition, their fabrication facilities and developer ecosystems shaping the global AI landscape.

If the U.S. fails to support them with open access to its technology and markets, China stands ready to fill the void.

Countries like Singapore, Malaysia, the Philippines, and Vietnam, each navigating complex relationships with Beijing, are actively seeking deeper tech and trade ties with the U.S.

The window for engagement is open, but not indefinitely.

This necessitates a radical rethink of current tools like export controls and tariffs, which often punish allies and raise the cost of essential inputs needed for reshoring advanced manufacturing.

The focus must shift to measures that genuinely hamper adversaries, not hinder American companies or alienate its partners.

The strategic moment is now.

With America’s AI lead established and its exports increasingly central to global tech supply chains, inaction or timid measures risk squandering a generational opportunity.

The challenge is not merely to contain China, but to solidify the U.S. as the undisputed leader, ensuring its technological framework remains the global standard.

Misguided protectionism, far from shielding American interests, can shrink market share, inflate production costs, and inadvertently grant China the time and space to build its own formidable technological fortress.

The original Monroe Doctrine, audacious in its simplicity and profound in its long-term impact, worked because it aligned allies and pursued clear strategic priorities.

In the AI era, the blueprint remains similar: nearshored production, fortified Indo-Pacific alliances, and a trade regime that builds markets, not walls.

The solutions, though requiring immense political will, are fundamentally simple.

The prize is nothing less than locking in America’s lead for a generation, ensuring that if China achieves independent Artificial General Intelligence (AGI) and seeks to export its standards, it will find a world already firmly anchored to the American AI stack.

That, indeed, is how Washington makes Beijing panic.
